Expediting HCMC Ring Road 4: Mobilizing Resources and Securing Sustainable Resettlement.

The Ho Chi Minh City Ring Road 4 is not merely a solution to traffic congestion but is also envisioned as a powerful infrastructure "catalyst," unlocking new potential for industrial and logistics development across the entire Southern Key Economic Region.

Decisive Milestones

With a total length of over 207 km, the project creates a seamless connection between HCMC and the provinces of Tay Ninh, Binh Duong, Dong Nai, and Long An. With a total investment exceeding 120,400 billion VND, this is a national key project facilitated by special mechanisms from the National Assembly to expedite implementation. According to the master plan, land clearance is expected to be finalized by 2026, setting the stage for the entire route's construction to be fundamentally completed by the end of 2028. Notably, the section through Binh Duong province commenced in mid-2025, creating a sense of urgency for other localities.

Dong Nai: Determined to Break Ground in June 2026

In its development plan toward 2030, Dong Nai identifies inter-regional transport infrastructure as a strategic breakthrough. For the 46 km segment passing through the province (with an investment of over 26,000 billion VND), the Provincial Construction Investment Project Management Board has been tasked with overall coordination. Provincial leaders emphasized close cooperation between departments to avoid fragmented progress. Currently, the province has officially approved a sub-project for compensation and service road construction worth over 10,000 billion VND, scheduled for completion within a maximum of 6 years.

Prioritizing Social Stability and Resettlement

A key highlight of the project is the systematic resettlement plan for approximately 1,119 affected households in Dong Nai. Except for An Vien Commune, the remaining 8 communes along the route are allocated centralized resettlement areas:

  • Cam My District: Residents of Xuan Duong and Xuan Que communes will move to the Nhan Nghia Resettlement Area (Phase 2).

  • Thong Nhat District: Households in Dau Giay and Binh An communes will relocate to the B1 Hung Loc and Long Duc areas.

  • Trang Bom District: Over 480 households in Hung Thinh commune, along with residents of Trang Bom and Binh Minh communes, will stabilize their lives in the Dong Hoa, Binh Minh, and Tan An resettlement zones. Policy transparency and the government's receptive approach have garnered strong public consensus, providing the momentum to meet the project's deadlines.

Ho Chi Minh City: Prepared for the May 19 Groundbreaking

In the regional "locomotive" of HCMC, a Project Steering Committee was established early under the direct leadership of the City People’s Committee Chairman. This body is responsible for resolving legal and technical bottlenecks in accordance with National Assembly and Government Resolutions. The ultimate goal is to finalize all investment procedures to commence construction on May 19, 2026.

Vision for a New Economic Corridor

Once operational, Ring Road 4 will serve as a vital artery connecting the Southeast, Southwest, and Central Highlands. The route will optimize cargo transport times to Long Thành International Airport and major seaports, significantly reducing traffic pressure on inner-city HCMC. This serves as the foundation for developing satellite cities and modern logistics hubs, driving sustainable prosperity for the entire region.
